Child First intervention addresses the highest risk families, decreases stress within the family, increases stability, facilitates connection to growth-promoting services, and supports the development of healthy, nurturing, protective relationships. The intervention is conducted in the home with the child, parents or other primary caregivers, and other family members.
Child First serves:
- Children from birth through five years of age.
- Children with very difficult behaviors or delays in their development or learning, (such as anger and fighting, risk of being expelled from childcare, sadness, or painful experiences).
- Families with many stresses (such as feeling overwhelmed, alone or hopeless, fighting in the home, drug use, homelessness, not enough money for food or rent, or involvement with the child welfare system).
Coastal Horizons Center will work with you to determine if Child First is the best fit for you and your family. We can also link to other services and resources to make sure your family receives the best care possible.

Intensive In-Home (IIH) Services
Coastal Horizons utilizes a team approach designed to address the identified
needs of children and adolescents, who due to serious and chronic symptoms
of emotional, behavioral, and/or substance use disorders, are unstable in
the home and community without intensive interventions.
Our IIH services include: Crisis Management, Intensive Case Management,
Individual and/or Family Therapy, Substance Abuse Counseling, Skills
Training, and Supports to prevent the need for or assist with returning from

Intensive Family Preservation (IFP)
Now serving all of Regions 7, 9, and 11: Anson, Beaufort, Bladen, Brunswick, Carteret, Craven, Columbus, Cumberland, Duplin, Greene, Harnett, Hoke, Hyde, Jones, Lee, Lenoir, Montgomery, Moore, New Hanover, Onslow, Pamlico, Pender, Pitt, Richmond, Robeson, Sampson, and Scotland Counties.
Coastal Horizons Center’s Intensive Family Preservation Services is a short
term, intensive (4-6 weeks) therapeutic family approach intended to empower
and equip families with the resources and skills necessary to maintain
in-home placement for youth ages birth-17 years. Families will be referred
primarily by DSS for families at a high risk of children being displaced
from the home or future abuse or neglect.
Intensive Family Preservation Services include: Crisis management, intensive
case management, individual and/or family therapy, skills training,
behavioral supports and other rehabilitative supports. These services are
provided in the home with the family as well as within the community to
prevent the need for out-of-home placements, prevent further abuse and
neglect, and enhance social development.
