Margaret Weller Stargell
President and CEO

Margaret Weller Stargell oversees the complete operation of Coastal Horizons Center and its program components. In addition, Margaret supervises services in a 57 county area with a budget of over $29M, and monitors the activities of 10 Program Directors and over 400 staff members. Margaret Weller Stargell has been with the Corporation since 1985.

Bill Shriver, CPA
Chief Financial Officer

As Chief Financial Officer, Bill oversees all financial operations of the corporation including accounting, budgeting, billing, fiscal reporting, risk management, and annual audit functions. Bill joined Coastal Horizons Center in August of 2017.

Karen Chapple
Executive Vice President of Operations

Karen is a member of management team. She offers support and guidance to six program teams: Open House Youth Shelter and Residential Services, the Rape Crisis Center, the NC TASC Training Institute, TASC services in 53 counties, Recidivism Reduction Services in eight counties and Re-Entry Systems for Effective Treatment (RESET) in New Hanover County. She is involved in expansion of the Corporation and provides leadership with state agencies, the legislature and at the national level. Karen joined the Corporation in 2001 with over twenty years in non-profit management.

Eric Luttmer
Vice President of Medical Services and Corporate Compliance

Eric is a member of the Management Team and began his employment in 1977 as the Director of Crisis Line/Open House. He currently oversees the daily operations of the medical staff and medical data management reporting and reimbursement systems. He serves as the Corporate Privacy Officer in addition to being the Program Sponsor for the Opioid Treatment Program. Eric is the Site Investigator for a National Institute on Drug Abuse clinical trial and an original member of the North Carolina Treatment Outcome Performance Pilot Study (TOPPS) Advisory Committee.

Kenny House
Vice-President of Clinical Services

Employed at CHC since January of 1979, Kenny oversees the Behavioral Health Services - including the Prevention, Outpatient Treatment, and Primary Care Integration programs at CHC. He is a Management Team member, and assists other components in clinical matters as well.

Dale Willetts
Director
North Carolina TASC Training Institute


Dale serves as the team leader of the Training Institute which is responsible for training over 150 TASC staff in clinical skills and issues related to substance abuse and criminal justice. Dale oversees four regional training coordinators, twenty-five trainers in the field and an Institute staff of two. Dale joined the Corporation in May of 2001.

Bob Jalbert
Human Resources Director

Bob manages and oversees all aspects of Human Resources activities for the organization, including recruitment, orientation, compensation, benefits, employee relations. He continuously develops policies and programs to serve the growing needs of the organization. Bob joined the Corporation in September 2007.

Lindsay Joines
Quality Improvement/Training Director

Lindsay oversees all credentialing and training, and ensures compliance with all documentation, staff qualification and all other state and federal requirements for the services being delivered by Coastal Horizons Center. Lindsay joined the corporation in 2013.

Jamie Thompson
Development Director

Jamie manages multiple aspects of fundraising, volunteer management and stewardship on behalf of Coastal Horizons Center. This includes developing and managing ongoing giving programs, special events fundraising, third party event assistance, direct ask fundraising and other related development events. She works collaboratively with members of the corporation's management team, Board of Trustees, Coastal Horizons Center staff, program volunteers and donors to exceed targeted development goals while improving existing events, building greater community awareness and growing overall support for the corporation's mission.

Farah Boyce Foy
Executive Assistant

Farah Boyce Foy serves as assistant to the President and CEO as well as the Board of Trustees. In addition, Farah coordinates all major Corporate events and publications and attends statewide and local conferences to exhibit at their meetings/expos on behalf of the Corporation. Farah joined Coastal Horizons in January, 2004.
