Management Profiles
Margaret Weller Stargell
President and CEO
Margaret Weller Stargell oversees the complete operation of Coastal Horizons Center and its program components. In addition, Margaret supervises services in a 52 county area with a budget of over $12M, and monitors the activities of 10 Program Directors and over 170 staff members. Margaret Weller Stargell has been with the agency since 1985.
Alan Waller
Chief Financial Officer
Alan oversees all financial operations of the agency including accounting, budgeting, fiscal reporting, risk management, and annual audit functions. He is a member of the Management Team. Alan joined Coastal Horizons Center in January of 2008.
Karen Chapple
Executive Vice President of Operations
Karen offers support and guidance to three program teams: crisis intervention services, the NC TASC Training Institute, and criminal justice services (including TASC services in 52 counties and the day sentencing center in New Hanover County). She is involved in expansion of the agency and provides leadership with state agencies, the legislature and at the national level. Karen joined the agency in 2001 with over twenty years in non-profit management.
Eric Luttmer
Vice President of Medical Services and Corporate Compliance
Eric is a member of the Management Team and began his employment in 1977 as the Director of Crisis Line/Open House. He currently oversees the daily operations of the medical staff and medical data management reporting and reimbursement systems. He serves as the agency Privacy Officer in addition to being the Program Sponsor for the Opioid Treatment Program. Eric is the Site Investigator for a National Institute on Drug Abuse clinical trial and an original member of the North Carolina Treatment Outcome Performance Pilot Study (TOPPS) Advisory Committee.
Kenny House
Vice-President of Clinical Services
Employed at CHC since January of 1979,
Kenny oversees the Substance Abuse Services - including the Prevention, Community Outreach, and Outpatient Treatment programs at CHC. He is a member of the agency Management Team, and assists other components in clinical matters as well.
Amy Feath
Crisis Intervention Services Director
Amy Feath serves as the Crisis Intervention Services component of Coastal Horizons Center, Inc., including oversight and direct services provision for Hotline Services: Crisis Line and First Call for Help; Rape Crisis Center; and the Open House Emergency Youth Shelter. Amy first joined the Coastal Horizons Team in 1994 as a Rape Crisis Counselor, and following two years as the State Member Services Director for the North Carolina Coalition Against Sexual Assault, rejoined the Coastal Horizons Team as the Crisis Intervention Services Director in January 2000.
Dale Willetts
Director
North Carolina TASC Training Institute
Dale serves as the team leader of the Training Institute which is responsible for training over 150 TASC staff in clinical skills and issues related to substance abuse and criminal justice. Dale oversees four regional training coordinators, twenty-five trainers in the field and an Institute staff of two. Dale joined the agency in May of 2001.
Wes Stewart
TASC RCE Director - Region 1
Wes Stewart oversees the operations of all of Coastal Horizons Center's TASC programs in Region 1. Wes joined Costal Horizons in February, 2004.
Andy Miller
TASC RCE Director - Region 2
Andy Miller oversees the operations of all of Coastal Horizons Center's TASC programs in Region 2. Andy joined Costal Horizons in October, 2010.
Bob Jalbert
Human Resources Director
Bob is a member of management team and administers all day-to-day human
resource activities including recruitment, orientation, compensation,
benefits, record-keeping, and employee relations. He develops policies
and programs to serve the growing needs of the organization. Bob joined
the agency in September 2007.
Farah Boyce
Executive Assistant and Marketing Director
Farah Boyce serves as assistant to the President and CEO as well as the Board of Trustees. In addition, Farah coordinates all major agency events and publications and attends statewide and local conferences to exhibit at their meetings/expos on behalf of the agency. Farah joined Coastal Horizons in January, 2004.
